I pray the monsters face justice for these crimes. Nothing like this has ever happened, it's worse than every war starting with WW1 and onward. The death toll is astronomical.

They are not guilty; they are victims of these crimes. However, bureaucrats sign the contract in which the manufacturers state there is no proof of safety or efficacy, so the government becomes the liable party, which would fall on the backs of the taxpayers. The solution is to hold the individuals who signed the contracts and others in high positions personally criminally and civilly responsible. We have to act to ensure the taxpayers are not left holding the bag.

They are not. They are the victims, but the bureaucrats sign the contracts on behalf of the citizen, so when the liability falls to the government, it could be the taxpayers who pay. The solution is to hold the persons who signed the contracts personally both criminally and civilly liable.
